Imarat Shariah : An Introduction

Imarat Shariah, Bihar, Orissa & Jharkhand is a unique and un-paralleled socio religious organization of Muslim Ummah in the state of Bihar, Orissa and Jharkhand in particular and other parts of the country in general and is situated in the township of Phulwari Sharif, Patna, the capital of Bihar (India). It came in to existence in the year 1921 based on the cardinal principles of Islam and its Shariah laws. It is a universally accepted reality that Islam is a complete code of life, the latest order to be followed by human being as ordained by the Almighty Allah. It does not prescribe only the ways and process of individual worship and prayer to be adopted by its followers rather the laws of Shariah which is based on principles of collectivism; it covers all human activities in the religious, social, cultural and political fields. There is no place for individual life in Islam. The study of the Holy Quran and the life of our beloved Prophet Hazrat Mohammad صلی اللہ علیہ وسلم expressly reveal that the principle of collective life is the living sprit and is an axis around which the entire Islamic order revolves. As a matter of fact this distinct characteristic of Islam distinguishes it from all other religions and it is also not a secret that the teaching of our beloved Prophet Hazrat Mohammad صلی اللہ علیہ وسلم and its adoption by his followers brought about a sea change in the lives, behavior, thought and approach of the barbaric and savage Arabian tribes. The Century old enmity and hatred prevalent among different tribes were transformed into mutual cooperation, brotherly love and oneness on the basis of the pristine Kalimah

The very spirit of oneness based on leading a collective life was the main force that enabled Muslims to take the message of Almighty Allah in the different parts of the world and to effect the establishment of Islamic order over the vast lands of Asia, Africa and Europe. After the revolution of 1857 and with the beginning of the downfall of the Mughal Empire in India, the Ulamas and Islamic scholars of the day, in view of circumstances prevalent, were compelled to find out a suitable system on the basis of which Muslims in India should have a platform through which their social, cultural, religious lives and activities could be managed, controlled and guided in the light of Shariah laws. Collectivism is possible under a central power in an Islamic state, where the central force has been the Khalifa (Caliph). But in non Islamic countries, an organization based on Shariah Laws under one Ameer (Chief) who by virtue of his respectable status commands following among the Muslims, is essentially required to be elected by the Muslims, to educate, inspire and to guide the Muslim Ummah to enable them to lead a collective life under Islamic order.
Keeping in view the necessity of such an organization Hazrat Maulana Abul Mohasin Mohammad Sajjad رحمۃ اللہ علیہ initiated very painstaking efforts, with the support of the great Ulamas of the day to establish an organization of Muslims for the aforesaid purpose. Ultimately in the year 1921, a conference was organized under the leadership of the great scholar, freedom fighter and philanthropist Maulana Abul Kalam Azadرحمۃ اللہ علیہ, a devoted nationalist and first education minister of independent India. The important distinguished guests among the participants were Maulana Mohammad Ali Mungeriرحمۃ اللہ علیہ, of Khanquah Rahmani Munger, the great Sufi and scholar Hazrat Maulana Abul Mohasin Mohammad Sajjad رحمۃ اللہ علیہ and many other Islamic scholars and Ulamas and dignitaries drawn from Bihar, Jharkhand and Orissa. The Ameer-e-Shariat was unanimously elected and Imarat Shariah came into being initially for the state of Bihar and Orissa. Since then this organization has been rendering valuable services for the preaching of Islam, besides inspiring and guiding the Muslim Ummah for leading a collective life under the Shariah Laws.
Imarat Shariah is serving in various fields of education, welfare relief and rehabilitation for more than 90 consecutive years around the three states of Bihar, Orissa and Jharkhand.
The main objectives of Imarat Shariah is to provide justice to the suffering humanity in the light of Shariah, to provide thorough education, to teach them to inspire mankind to be humane in their thought and action as desired and ordained by the Almighty Allah.
Besides it has been undertaking the social services for the upliftment of the downtrodden women, oppressed and orphans by providing facilities of education to them. It also provides financial assistance to more than 600 helpless widows throughout Bihar, Orissa and Jharkhand. Around 150 students belonging to poor families are financially helped on monthly basis to continue their education in different Makatib and Madrasas. It also helps the students studying in different technical institutes. It has rendered and is ready to give relief to the cause of thousands and thousands victims of natural disasters like earthquakes, floods, fires etc., not only in Bihar, Orissa and Jharkhand but at the national level as well. For the relief of ailing people of the society valuable services are being rendered everyday through its Maulana Sajjad Memorial Hospital. We organize free eye camps, medical camps and immunization camps not only at Patna but at different places as well. Besides it has three more hospitals and health centers at different part of Bihar and Jharkhand.
More than 10 technical institutions are already running which provide modern technical education in very low fees to the students belonging to middle or lower middle class families who can not afford the higher fees in other institutions with no discrimination on the basis of cast, creed, and religion etc.
As you know that in Islam it is very important to serve the people and help the poor, widows, orphans and needy people. In prophetic period the system of "Baitulmal" was established for this purpose and thorough it the needy people used to cooperate. Keeping it in view Imarat Shariah has also the system of Baitulmal from its earlier period and thousands of poor, widows and orphans take its advantage. Baitul Mal is the most important part of Imarat Shariah that collects Zakat and donations etc. from the Muslims and disburses the collected funds among the needy people.
It also provides aid in the marriages of poor girls. Especially in the month of Ramadan, we organize such kinds of programme at various parts of state and outside state.
The other important activity of Imarat Shariah is Darul Qaza where the justice is being given in various cases related to Muslim Personal Law according to the Islamic Shariah. Darul Ifta is also an important part of Imarat Shariah where legal opinions are given according to Quran and Hadees in various matters related to Mulims. Nobody can deny the importance of education and that is why the Prophet (Saw) said that it is an obligation to achieve education for every Muslim- man or woman. Keeping that saying in mind, Imarat Shariah has a Department of Education which is an umbrella body of thousands of Primary religious schools (Makatib), more than two hundred fifty Madaris and some schools providing modern education along with religious knowledge. Under this department, a big Madarsa Darul Uloom Al Islamia is also being run which provides Islamic education from very beginning to graduation level. Al Mahadul Aali Lil Qaza wal Ifta is also established for training of Ulamas as Mufti (Legal Adviser) and Qazi (Justice). Department of Preaching, Publications, and Tahaffuze Muslimin, Wefaqul Madaris Al Islamia have their own importance.
